KUALA LUMPUR, Oct 15 (Bernama) -- Contractors undertaking Selangor government projects will have better access to financing to manage cash flow, while residents can access state services through a single digital platform, with the launch of Selangor Advance 500 (SA500) and the NINE super app today.
The initiatives were delivered through Menteri Besar Selangor (Incorporation) (MBI Selangor), the state's strategic investment arm. Menteri Besar Datuk Seri Amirudin Shari launched them at the Selangor International Business Summit (SIBS) 2026 at the Kuala Lumpur Convention Centre here today.
Amirudin said SA500 would help contractors sustain project operations while awaiting payments, while NINE would provide a single digital platform for accessing state government services, including local council matters and state assistance.
"These two initiatives reflect the state government's continued effort to make things easier for businesses and the people, especially while global conditions remain uncertain.
"For business, SA500 means a contractor building for Selangor should not have to stop work while waiting to be paid. For the people, NINE means one app and one place to deal with the state, from council matters to state assistance," he said at the launch.
SA500 expands Selangor Advance, the state's Shariah-compliant supply chain financing programme powered by CapBay, which helps contractors and suppliers bridge cash flow gaps between completing work, invoicing, and receiving payments.
The programme targets about 500 companies and contractors involved in projects undertaken by the state government, district and land offices, local authorities, state statutory bodies, and state subsidiaries, supported by an allocation of RM200 million from Selangor Advance's existing revolving fund.
MBI Selangor group chief executive officer Datuk Ts Saipolyazan M Yusop said the programme reflected the organisation's role in generating sustainable value from the state's resources.
"MBI Selangor exists to turn the state's resources into value that lasts. Selangor Advance puts the same fund to work again and again, and SA500 now takes that proven model to more contractors across the state," he said.
Selangor Advance director Ang Xing Xian said the initiative addressed a common challenge smaller players in the supply chain face.
"For many contractors and suppliers, the hardest part is not winning the work but waiting to be paid for it. Selangor Advance closes that gap by turning eligible contracts and invoices into working capital through a digital, Shariah-compliant process," he said.
The financing facilities include invoice financing and factoring, performance bonds and guarantees, revolving credit and term financing, as well as tender support letters, letters of undertaking, and letters of credit.
All facilities are structured under the Shariah concept of Tawarruq, with eligibility, financing amounts, and terms subject to the financing partner's assessment.
Meanwhile, NINE was designated Selangor's sole super app effective Sept 1, 2026, providing a single digital platform for state government and local authority services, welfare assistance, digital payments, mobility services, and commercial offerings.
Developed by MBI Selangor through its subsidiary Selangor E-Wallet Sdn Bhd, the app is the official channel for the state's RM30 monthly public transport subsidy, which was extended to KTM Komuter services on Oct 1.
Users of the CEPat platform are being migrated to NINE in stages from Sept 15, ahead of CEPat's discontinuation on Dec 31 this year.
Both initiatives support Rancangan Selangor Kedua (RS-2), the state's five-year development blueprint, which aims to position Selangor as the ASEAN Model State for Equitable Growth and Quality of Life for All by 2030.
