KOTA BHARU, Sept 15 (Bernama) -- Enforcement of the retrofit installation of Speed Limitation Devices (SLDs) for vehicles not equipped with the device has been postponed from the original date of July 1, 2026.
Kelantan Road Transport Department (JPJ) director Mohd Misuari Abdullah said the new enforcement date for the third phase would be announced at a later date.
“The third phase involves the retrofit installation of JPJ-approved SLDs for vehicles not equipped with the system, including all rebuilt and used imported vehicles.
“The enforcement date for the third phase, which was previously set for July 1, 2026, has been postponed to a date to be announced later to give industry players and vehicle owners more time to make technical, financial and operational preparations,” he told reporters after a Briefing and Demonstration Session on SLD Installation at Bogam Corporation Sdn Bhd here today.
He said his department had also appointed seven SLD installation engineering workshops, six in Kota Bharu and one in Tanah Merah, to ensure that the installation and verification of the devices comply with the prescribed specifications and standards.
He said the workshops were Soon Seng Motors Enterprise (1988) Sdn Bhd, Bogam Corporation Sdn Bhd, Scania (Malaysia) Sdn Bhd (Kota Bharu), Leang Seng Motors (1980) Sdn Bhd and T.E.C United Auto Sdn Bhd, which operates at two locations in Kota Bharu and one in Tanah Merah.
Mohd Misuari said the implementation of SLDs was being carried out in three phases, with the first phase involving verification of the devices’ functionality for vehicles manufactured after Jan 1, 2015.
This includes goods vehicles with a Gross Vehicle Weight (GVW) exceeding 3,500 kilogrammes, as well as certain buses.
He said the second phase, which took effect on Jan 1, 2026, involved activating the speed-limiting function in the Electronic Control Unit (ECU) of vehicles manufactured before Jan 1, 2015.
“The SLD speed limit is set at 90 kilometres per hour for the specified vehicle categories,” he said.
He said the use of the device was intended to help control speed and, in turn, reduce the risk and severity of accidents, particularly those involving commercial and heavy vehicles.
In this regard, he advised owners and operators of commercial vehicles to obtain information and make early preparations through engineering workshops appointed by JPJ.
